A resident with water coming through a ceiling at two in the morning is not going to wait for office hours. If that call reaches voicemail, the cost is not a lost prospect. It is six more hours of water and a bigger repair bill.
The temptation is to think of after-hours maintenance as an answering problem. It is actually a sorting problem, and sorting is where the value sits.
Most overnight maintenance calls are not emergencies. A slow drain, a broken closet door, a light fitting that has stopped working. Waking your on-call contact for those is how on-call rotations become miserable and how people stop answering them.
But a small number genuinely are urgent, and those need a person immediately. An answering service that takes a message treats both the same, which means either everything wakes somebody or nothing does.
The agent asks the questions that separate the two, in the order your best manager would ask them.
These are not clever questions. They are the standard ones, asked consistently at two in the morning, which is precisely when a tired human is least likely to work through them in order.
An emergency pages your on-call contact by phone and opens a flagged work order, so the person who gets woken already has the details rather than a name and a number.
Everything else becomes a scheduled work order with the resident's access permission recorded, which is the detail that usually costs a second phone call the next day. The resident gets an answer at the time they asked and knows what happens next, which is most of what they wanted.
It does not judge whether a repair is the resident's responsibility, authorise spending, or promise a technician will arrive at a particular hour. Those are decisions with money and liability attached.
The escalation rules are written during the build, and the sensible default is to escalate when uncertain. An agent that occasionally wakes somebody unnecessarily is a much smaller problem than one that talks itself out of escalating a real emergency.
In the morning the overnight maintenance queue is already sorted: the urgent items were handled when they happened, and the routine ones are work orders with the details already captured, rather than a list of voicemails to interpret and call back.
This is worth considering separately, because on-call is a staffing problem as much as a service one.

Filtering changes the arrangement materially. If being called at two in the morning reliably means something is actually wrong, people answer. The rota becomes something staff will accept without it being the worst part of the job.
From the resident's side the value is not the triage, which they never see. It is being told what happens next.
Somebody who reports a problem and hears nothing will call back, often more than once, and will describe the building as unresponsive regardless of how quickly the repair eventually happens. Somebody told that a work order is open and a technician will be in touch in the morning usually waits, because they know the message landed somewhere real.
